the city would not be able to keep the 803 officers promised under Measure Y, a property and parking tax passed by voters in 2004.”&lt;br /&gt;&lt;br /&gt;"Some ... people felt that this was a core responsibility of city government and should be in the regular budget, not a parcel tax," said Judy Cox, president of the Metropolitan Greater Oakland Democratic Club, whose membership voted to oppose NN."There is also the parcel tax fatigue factor, where we have seen so many parcel taxes in the last few years to pay for all sorts of things."&lt;br /&gt;&lt;br /&gt;There was a potential Resolution amending the Rent Ordinance to allow residential property owners to pass-through half the Police Services Measure (NN) tax to the tenants of the units on which the tax was to be assessed.This was in response to 40% of the homeowners who felt it was unfair that their renting neighbors who get to vote to impose the tax would not have to share the cost of it.&lt;br /&gt;&lt;br /&gt;At the last minute during a committee meeting, this proposal was withdrawn with a hint of returning if Measure NN passed.&lt;br /&gt;&lt;br /&gt;If the Council had approved Council Member Kernighan’s pass-through, renters would have to pay $94.13 each year to cover the cost of the 75 additional police officers and the 105 additional police service technicians funded by the tax.&lt;br /&gt;&lt;br /&gt;Another interesting and timely event was the arrival of my property tax (first installment due Nov. 1) about a week before the election and like others; I reviewed the current taxes being paid.&lt;br /&gt;&lt;br /&gt;Why Measure NN failed will be debated for some time.&lt;br /&gt;&lt;br /&gt;Was it timing or economics or as simply stated by Judy Cox, president of the Metropolitan Greater Oakland Democratic Club, whose membership voted to oppose NN, “Some residents feel that providing an adequate police force is a core responsibility of city government and should be paid for with funds in the existing budget, not with money from a parcel tax.”&lt;br /&gt;&lt;br /&gt;Now there is talk of possibly floating another measure, which is interesting since exceeding the 803 officers now appears to be part of the Measure NN promotion. In common understanding, gritty Oakland is considered much more violent than jewel-box San Francisco, yet San Francisco's African American community has close to double the homicide rate of that in Oakland.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;In San Francisco, where African-Americans comprise less than 10 percent of the 770,000 population, they make up 63 percent of the homicide victims. In Oakland, where they make up 36 percent of the 400,000 residents – a three times greater percentage than San Francisco-- African Americans comprise 77 percent of the homicide victims. Put another way, members of the most at-risk group to be homicide victims—young black males—are almost twice as likely to be murdered in San Francisco as those similarly situated in Oakland.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;A number of explanations have been advanced to explain high African American homicide rates generally. Most subscribe to the structural argument that the rates are caused by environmental factors like poverty, joblessness and general mistreatment by the larger society. Others add that part of the reason for high rates is that a subculture of violence has become imbedded in some parts of the African American community. and improved community-police relations for the sizable drop in crime.&lt;/strong&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;"&lt;strong&gt;Cops count&lt;/strong&gt;," said Los Angeles Police Chief William Bratton, touting the department's 9,608 police officers on duty as of December - the highest number in the department since 1998.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;"It's not demographics. It's not the economy. Still, Miami, Atlanta and other cities saw more homicides in 2007.&lt;br /&gt;&lt;br /&gt;Citywide, 213 homicides in 2007 were gang-related, compared with more than 270 in 2006, according to LAPD statistics.&lt;br /&gt;&lt;br /&gt;Despite low overall crime figures in 2006, numbers that made Los Angeles the second-safest big city in the United States, an increase in gang violence left some communities frayed and police and politicians vowing to stem the tide.&lt;br /&gt;&lt;br /&gt;At Wednesday's press conference, Bratton said &lt;strong&gt;it's the effort of police officers&lt;/strong&gt;, as well as community leaders, politicians and gang interventionists, that has brought about lower crime.&lt;br /&gt;&lt;br /&gt;"This is one great story to get out," Bratton said.&lt;br /&gt;&lt;br /&gt;He rejected the argument that extenuating factors such as gentrification - the process of more affluent residents displacing poorer ones in city centers and surrounding suburbs - have led to the lower figures.&lt;br /&gt;&lt;br /&gt;Los Angeles City Councilwoman Janice Hahn said that despite the financial crunch, &lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:arial;"&gt;&lt;strong&gt;public safety will not fall by the wayside.&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;"I think this City Council is really firm in our commitment and our belief that public safety is our No.1 issue," she said. &lt;/span&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:arial;"&gt;&lt;strong&gt;"Nothing else really matters if the city is not safe."&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Hahn, who represents the Watts area, said things have improved dramatically since Christmas 2005, when 18 gang-related shootings led to seven deaths in the area.&lt;br /&gt;&lt;br /&gt;"It was the bleakest Christmas on record," Hahn said.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;/span&gt;&lt;span style="font-family:arial;"&gt;&lt;span style="font-size:85%;"&gt;&lt;strong&gt;"Kids didn't want to come out and play."&lt;br /&gt;&lt;/strong&gt;&lt;br /&gt;Made up of community members, some of whom have lost loved ones to violence, the Watts Gang Task Force was formed and began to meet with police to figure out a way to keep young people alive.&lt;br /&gt;&lt;br /&gt;"We were in crisis," said task force President Betty Day about the need for both the Police Department and the largely African-American and Latino communities to work together following the shootings.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;a href="mailto:rick.coca@dailynews.com"&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;rick.coca@dailynews.com&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:arial;font-size:85%;"&gt; The wanted messages generally include a phone number for an anonymous tip line. This DUI/Drivers License checkpoint is an effort to reduce those tragedies, as well as insuring drivers have a valid driver's license. A major component of these checkpoints is to increase awareness of the dangers of impaired driving and to encourage sober designated drivers. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;A DUI checkpoint is a proven effective method for achieving this goal. By publicizing these enforcement and education efforts, the Oakland Police Department believes motorists can be deterred from drinking and driving.&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and/or drugs will be arrested. If there is a match, the officer is notified, allowing them to take the appropriate action. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Patrol cars outfitted with the Mobile Automated License Plate Reader technology are equipped with three external camera systems. During routine patrols, the cameras are constantly scanning license plate images. These images are continuously being transmitted to a computer data base for processing. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;During a typical shift on the street, a patrol car will come across and read approximately 3,000 license plates. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;The Sacramento Police Department has been involved with the testing and development of this technology over the last three years. "We all have to pick priorities and my priority is increasing public safety in the Fruitvale," said President De La Fuente.&lt;br /&gt;&lt;br /&gt;The project area is bounded by San Leandro Blvd., Foothill Boulevard, 23rd Avenue to 40th Avenue. Crime and violence in the Fruitvale area is on the rise, with much of the increase in violent crime and homicides attributed to rising gang violence. In only two police beats (20X and 23X) there have been 18 homicides and 512 robberies reported since the beginning of 2006.&lt;br /&gt;&lt;br /&gt;This year, the Oakland Police Department Vice Unit has made 153 arrests related to prostitution in Police Service Area 3. Because of language barriers, many crimes in this area are never reported to the Police, which skews statistics used to allocated resources.&lt;br /&gt;&lt;br /&gt;An action team including President De La Fuente and his staff, the police department, merchants, and non-profits will meet bi-weekly in the target area to problem-solve and track results, with an emphasis on gang and prostitution activity. "It's one thing to sit in City Hall and allocate resources and making policy. It's another thing to be on the ground using those resources to attack known problems," said Council President De La Fuente.&lt;br /&gt;&lt;br /&gt;The Fruitvale Safety Project will bring together Oakland Police Department (OPD) Problem Solving Officers, Patrol, Gang Unit, Alcohol Beverage Action Team (ABAT), Vice Unit, along with Measure Y resources, Neighborhood Services Coordinators (NSCs) and Neighborhood Crime Prevention Councils (NCPCs). Police Chief Wayne Tucker said, "The geographic re-organization will allow the Police Department to focus the responsibility for crime reduction on area based captains. At the same time, authority to solve problems will be given to officers who in the past focused only on reactive response to 911 generated problems."&lt;br /&gt;&lt;br /&gt;OPD-related goals of the Fruitvale Safety Project include getting the Gang Unit working with Patrol and other specialized units, getting Measure Y resources working with OPD, shutting down problem liquor stores, abating problem properties, getting more walking officers, and getting a Spanish-speaking neighborhood watch coordinator.&lt;br /&gt;&lt;br /&gt;In addition to coordinating with OPD, the Council President will work with City Staff including Service Delivery System Team IV, Graffiti Abatement, Litter Enforcement, Nuisance Abatement, Public Works and the Neighborhood Law Corps to improve the neighborhood. The Council President will further organize local merchants, non-profits and schools. "We have many resources to work with, but we all have to more accountable. We'll see results when we all work together with urgency and intention," said the Council President.&lt;br /&gt;&lt;br /&gt;The Fruitvale Safety Project will take advantage of Measure Y violence prevention resources now available as well as $575,000 the City Council authorized this week for additional street outreach workers. These new workers are to be hired to work in the Latino community in the Fruitvale, East Oakland and West Oakland. The council passed a resolution authorizing the Department of Human Services to request proposals for hiring street outreach workers in high crime areas in a manner designed to prevent the escalation of tension that often leads to violence. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;"We need to intensify our efforts to fight crime and reduce violence in our city," said Mayor Dellums. "This investment will move Oakland forward as it enables us to provide safer and more secure neighborhoods for all our residents."&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;National best practices in violence prevention recommend street-based outreach in hot spot areas as an important strategy to help prevent street violence in urban communities. This strategy calls on community members who are familiar with neighborhoods most impacted by violence and skilled at conflict mediation, intervention, and mentorship to walk the streets and connect with youth and adults involved in street life. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;br /&gt;The resolution makes $575,000 available on an expedited basis ($375,000 of which will come from Measure Y – Reserve Funds) to support a qualifying proposal that brings on street outreach workers to carry out the following tasks:&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;- Create a public safety presence of credible civilians in hot spots; &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;- Build and use relationships with "hot spots" residents, including "street leaders," to actively promote positive life choices that build healthy communities; &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;- Connect "high risk" individuals and their families to resources that provide opportunities for productive lives, including career and education services; The elected president of PERF, Chief William Bratton of the Los Angeles, CA, police department, called it “a gathering storm.” Richard Rosenfeld, Curators professor of criminology and criminal justice at the University of Missouri–St. Louis, disagrees.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Rosenfeld studies coincident factors to predict crime rates. For example, factors such as rising drug rates or an increased use of firearms in violent crime can lead to rising rates of robbery or homicide. La Ganga, Richard Winton And Doug Smith, Los Angeles Times Staff Writers November 11, 2007 &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;strong&gt;Excerpts&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;In a grim twist on the longtime rivalry between Northern and Southern California, a group of Bay Area cities has won the disturbing distinction of seeing violent crime rise as it continues to plummet in Los Angeles. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;br /&gt;While the incidence of homicide, rape, robbery and aggravated assault dropped in Southern California's biggest city from 2005 to 2006, Oakland, San Francisco and Richmond, in particular, struggled with rising rates of serious felonies. Other cities in Northern California, including Fremont, Novato and San Rafael, also recorded increases.&lt;br /&gt;&lt;br /&gt;Oakland saw the number of homicides spike 57% in 2006 from the year before, one of the biggest jumps in a major U.S. city. One hundred forty-eight people were killed there last year; 2007 is shaping up to be a bit less bloody.&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Oakland had the highest rate of violent crime of any large city in California last year: -- 190.5 incidents for every 10,000 people, according to a Times analysis of recently released FBI data. That's nearly 2 1/2 times the rate in Los Angeles. &lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;&lt;br /&gt;But at that same meeting, Dellums acknowledged the difficulty his city has had in attracting and keeping qualified police officers. Voters passed Measure Y three years ago to generate money for violence prevention and police recruitment; the measure also set the Police Department size at 803 sworn personnel.&lt;br /&gt;&lt;br /&gt;Right now, however, there are only about 730 officers. Although 119 graduated from the Police Academy last year, Dellums said, 60 retired, 40 left for other law enforcement agencies and 10 were fired. The net result: nine new officers.&lt;br /&gt;&lt;br /&gt;Measure Y also funds services for the large number of parolees who are released to Oakland every year.
